There isn't much in the way of mechanical signalling left in Belgium, but these shunting signals survive at the international marshalling yard at Muizen.
The square red disc (with red glass) and the yellow spectacle revolve around the fixed light. This is a perpetuation of very early signalling practice whereby the "off" indication was signified by the signal not being visible.
